Penhall, a patrol officer for the Welfare Branch, Northern Territory, speaks about working as a clerk in the Native Affairs Branch of the Northern Territory Administration during 1941. After serving in the Army during World War II, he worked as a patrol officer with the Native Affairs Branch. He outlines his training under Professor Elkin at the University of Sydney and the roles played by missionaries, cattle station managers and government officials in the administration of Aboriginal people in the Northern Territory. Penhall also discusses his personal involvement in three removals, the various institutions for accommodating children, and the laws that underpinned the assimilation policy. He expresses his views on the Bringing Them Home Report and the removal policy as it was practiced from the 1950s.
