Sir Rupert Hamer, Premier of Victoria, 1972-1981, company director from 1982, speaks of his childhood, his education, how he moved into politics, how he became the first person in Australia to hold the official title of Minister for the Arts and to set up the Ministry, how this decision was reached when as Deputy Premier of Victoria, he saw the government had a role to play in helping people use increasing leisure time, "Life be in it" campaign was initiated in the early 1970's, Hamer made sure the Ministry of the Arts was extended to libraries and art galleries, later as Premier and Treasurer of Victoria he encouraged industry and big corporations to support leisure time activities, discusses problems with Federal funding and no forward planning, the fact that the Federal Minister for the Arts does not have direct control, discusses problems of the Australia Council, particularly funding for the Australian Ballet, and Opera and Elizabet han Theatre Trust, art in schools, country art galleries, performing arts centres, Chairman of Ballet Victoria, planning of the Sesquicentenary, his hopes that today's children will become more involved and looks forward to a greater development of the arts.
