Also included is a memo from Herde to Menzies informing him of the inadequacies of the second draft bill proposed by the Minister for the Interior, Allen Fairhall. Another document outlines Fairhall's draft bill clause by clause, Herde's suggested clauses and an explanation of why these are a preferred option. This paper includes pencil markings made by Prime Minister Robert Menzies. There are also two letters: one from Menzies to Fairhall re the proposed legislation (14/8/57) and another from Herde to John Farquharson (30/3/00). The latter wrote a newspaper article about Ken Herde, a copy of which is included in these papers. There is also material on the Royal Commission on Espionage (1954), Kiribilli House (1957) and the Royal Australian Mint (1962-65).
- Biography/History:
-
Ken Herde conceived the idea of the National Capital Development Commission, Canberra. Together with Prime Minister Robert Menzies, Herde helped amend Allen Fairhall's proposed legislation to reflect a powerful Commission not subject to the control of the Department of the Interior. The result was the National Capital Development Commission Act 1957. Herde's vision for the national capital also embraced the establishment of the Australian mint. He was to be its first director-general but instead joined Comalco as general manager of the company's overseas operations. In his retirement, he ran a cattle-fattening property in Victoria until 1994.
