Introduction

Scope and Content

The collection includes: office files; Executive Board, Unesco and International Council of Music papers, committees and liaison office supporting papers; legal papers relating to governance and administration; financial records; correspondence and other papers relating to the colloquia and conferences held in various countries over the life of the Council. The office files comprise the major part of the collection and include administration and financial records, and files relating to publications of the Council. Publications, sound recordings and conference proceedings do not form part of this collection as at 2007.

Depending on the correspondents, some material is in languages other than English, French, German, Hungarian, etc.

Series 4 of the collection contains original correspondence from Ralph Vaughan Williams (Founding President, 1949-1958) and Zoltan Kodaly (President 1969-1970). Also in this series is original correspondence from T. G. H. Strehlow.MS Ac11.158 comprises UNESCO records, correspondence and documents, including the Intangible Cultural Heritage (ICH)/Masterpieces Program records, Executive Board, General Assembly and publishing records. Also included are secretariat papers, financial records, general correspondence and assorted photographs relating to International Council for Traditional Music (ICTM) conferences, colloquia, study groups and national and regional committees.

Provenance

In 2005, the Secretariat moved to the School of Music at the Australian National University. The move of the Council's records was co-ordinated by the immediate past Secretary General Professor Anthony Seeger (Department of Ethnomusicology, University of California Los Angeles UCLA) and the incoming Secretary General, Dr Stephen Wild (School of Music Australian National University ANU). The International Council for Traditional Music donated its records to the National Library in 2006.

Arrangement

The records contained in Class 1 (MS 10017) were received in a single consignment but show signs of disorder; previous re-arrangements, and culling. The large series of 1960's files indicates that the records were split in the 1970's from current sequences and were probably kept separately. This arrangement has been retained during collection processing by the National Library in 2007. Labelling of file contents can be misleading as previously labelled file covers were re-used and file label adhesives are deteriorating.

The collection has not been arranged other than a general series arrangement in accordance with the packing list.

Significant documents may be located across the collection as records have not been arranged to ensure comprehensive coverage of material within series. For example, early minutes of meetings of the Executive Board, were not held with other Board minutes (Series 1) and will be found with Executive Board memberships files (Series 7 Box 20).

Administrative History

The International Council for Traditional Music (formerly named the International Folk Music Council) was formed in London in September 1947 at a conference attended by representatives from 28 countries. The founding members were a group of music scholars who established the Council as an international organisation to further the study of folk music, including dance, of all countries and to assist in its preservation, study, dissemination and practice. The Council is affiliated to UNESCO through its membership of the International Music Council.

The Council was governed by an Executive Board with the work being co-ordinated by a Secretariat which changed locations as office bearers changed. Initially the Secretariat was based in London. From 1980 to 2005 the Secretariat was based in the United States, moving in that year to the Australian National University. The Council has been supported financially by volunteers and academic institutions. In the past it has been funded by a subvention from UNESCO as well as subscriptions from individual and institutional members. The Board set subscriptions for affiliated National Committees.

During its development from 1947 to 2007, the work of the Council involved organising and financially supporting biennial international conferences and sponsoring international and regional music and dance festivals. The Council also produced regular publications including a journal; yearbook, and bulletin as well as special interest publications from its constituent Study Groups, for example, the

Committees were also formed to pursue particular outreach programs, in particular the Committee on Radiotelevision and Sound/Film Archives pursued a program of radio broadcasting of programmes of traditional music across Europe by involving radio broadcasters and stations.

Under the auspices of the Council, Committees in various countries organised themed colloquia and provided reports and publications which were co-ordinated by the Council's Executive Board.

Notable members have included Maud Karpeles (1885-1976) who was founding Secretary and later Honorary President. The collection indicates that much of the work of the Council and its development was organised by Miss Karpeles. Ralph Vaughan Williams held the office of President from 1947-1958, with the Secretariat being located in the United Kingdom for that period. Zoltan Kodaly (Hungary) was on the Executive Board from 1961-1967 and President for some of that period.

In 1988, a colloquia on 'The Documentation of Music and Dance in the South Pacific and its use in the Living Tradition', was held in Townsville, Queensland. The 33rd ICTM International Conference was held in Canberra, Australia 5-11 January 1995.

Series 1. Papers relating to the Executive Board of the International Council for Traditional Music, 1951-2001

Includes rules and by-laws of the Council; publicity and historical notes on the Council; papers relating to Executive Board meetings, as well as audited financial reports presented to Executive Board meetings.

Some files also relate to the incorporation of the Council and applications by the Council for tax exempt status within the United States where the Secretariat and administrative headquarters of the Council were located from 1980 to 2005.

This series was arranged during processing by the National Library (2007) into 10 subseries reflecting the order in which the material arrived in the Library. Most sub-series within this series are arranged roughly chronologically with related matter inserted into the chronological sequence. Where files did not permit splitting, the interfiled material was placed at either the beginning or the end of the chronological sequence.

Series 2. National Committees and Liaison Officers papers and correspondence, 1951-2001

Papers and correspondence relating to the organisation of colloquia on special and topical themes, festivals, and conferences by various National Committees. In 1988 a colloquia "The documentation of Music and Dance and its Use in the Living Tradition" was held in Townsville, Queensland.

Correspondence also relates to the work of Liaison Officers, National Committees, and special interest groups (Study Groups) in providing reports and publications to Council. Study Groups include the Computer Aided Research Study Group, Study Group on Music Archaeology, and the Study Group on Ethnochoreology.

Subseries 2.4 and 2.5 contain files of correspondence and papers relating to National Committees and Liaison Officers arranged alphabetically under the name of the country.

Series 4. International Council for Traditional Music files from the 1960s, 1948-1990

The series contains files (mostly correspondence) that relate to the business of the Council, in particular, conferences held and publications produced. A significant number of files relate to the Council's support of radio broadcasting and feature programmes. There are also general correspondence files from the period.

This series contains original correspondence from Ralph Vaughan Williams (Founding President, 1949-1958) and Zoltan Kodaly (President 1969-1970). Also in this series is original correspondence from T. G. H. Strehlow.

This series is made up of several sporadic and disordered alphabetic sequences of files that were held from the 1970s onwards as '1960s files'. The Presidency and Headquarters moved from London to North America ? in 19??, and from there to Australia in 2005. During these moves, some files that may have been no longer required for ongoing Council business were added to separate sequences. Also, possibly during storage or packing, sequences had become disordered. During processing by the National Library (2007), separate, disordered sequences were merged into one roughly alphabetic sequence. Labels that had been applied over initial file labelling may have become dislodged and some labels on file folders do not indicate accurately the contents therein.

Series 6. Financial records, 1969-1999

This series contains receipts, taxation records and accounting records for the operations of the Council.

The material is held as files, folders and box files. While there appears to be no discernible order, the material appears to be in three distinct sections: a running series of file folders arranged roughly alphabetically; a collection of box files; and recent tax material in another sequence of file folders. This arrangement has been maintained during processing by the National Library (2007).

Comprises 14 boxes.

Series 7. Memberships files and records, 1950-1996

This series contains several sets of memberships records on cards in card file boxes and a sequence of file folders. The file folders were maintained by the Council and were arranged alphabetically by surname or name of institution.

Memberships cards are not a single sequence. One set appears to contain information up to the 1970s; while another contains information up to the mid 1980s. A third sequence contains information up to the 1990s. One set of memberships cards is a listing by country of members within that country. During processing by the National Library (2007), several miscellaneous membership related files were placed at the beginning of the alphabetical sequence of file folders.

Series 8. Papers relating to publications of the International Council for Traditional Music and publicity, 1949-1995

Series contains files maintained by ICTM consisting mainly of correspondence with publishers and related organisations concerning regular and special publications of the Council.

At the end of the series are files of newspaper clippings relating to the work of the Council.
