The first consignment of these papers was received by the Library in 1972, and was originally accessioned at MS 3039. This consisted of a 1966 lecture and a research proposal.

The second consignment was deposited in the ANU Archives of Business and Labour in 1968 while Kelly was attached to the ANU Department of Economic History. It was transferred to the National Library's custody in 1990. The ANU's deposit number was P49.

The third consignment was received after Kelly's death in 1983 and included many papers previously removed by Kelly from the ANU Archives for further use.

This guide now incorporates all consignments of Kelly's papers.

The papers include a small amount of material relating to Kelly's farm in the Murrumbidgee Irrigation Area, and more substantial series relating to the War Service Land Settlement Scheme (1945-47), the Bureau of Agricultural Economics (1948-60), and the Beef Roads Scheme (1961-64); also photographs of life in the Northern Territory, newspaper cuttings, articles and interviews.

Kelly's writings were substantial, and there are series comprising published and unpublished works on all aspects of his career. Research material for unfinished works is also included.

In some cases, Kelly had drawn together material from diverse origins to form resource material for his proposed publications; this material has been left in the order in which Kelly had kept it (Series 30-32). Notes indicate where related material is to be found.

Although Kelly has been described as the political father of the Snowy Mountains Scheme, very few papers are available to record his interest and involvement in this Scheme.

The papers have for the most part been stored in Kelly's original file covers, and file titles are mostly his own. Item numbers refer to either files, volumes, folders, or tapes, according to the nature of the series.

Biographical Note

1895 - Born 17 May, at Hornsby, NSW.
1907 - Left home for two years; worked in mining, shearing, timber industries.
1914-19 - Served in Australian Imperial Force.
1919-40 - Farmed a block in the Murrumbidgee Irrigation Area as part of the Soldier Settlement Scheme.
1925-37 - Landholders' advocate, Land and Valuation Court.
1927 - Elected president of the Murrumbidgee Irrigation Authority.
1928 - Elected president of Wade-Mirrool Irrigation Area Shire Council.
1937-45 - Member of Statutory Special Land Board, Murrumbidgee Irrigation Area.
1940-44 - Served in RAAF.
1941 - United Country Party candidate for Murrumbidgee in the State elections.
1945-47 - Appointed, with wide powers, to War Service Land Settlement Scheme (WSLS).
1949 - Snowy Mountains Scheme established. Kelly played a major role in its development and implementation.
1948-60 - Bureau of Agricultural Economics. Surveyed the cattle industry in Northern Australia. Major report published in 1952. Retired in May, 1960.
1961-64 - Involved in Beef Roads Scheme in Northern Australia.
1967-74 - Honorary Fellow, Department of Economic History, Research School of Social Sciences, Australian National University
1983 - Died April, in Canberra, aged 88.

Series Descriptions

Series 1. Murrumbidgee Irrigation Area

After his war service with the Australian Imperial Force, Kelly took up a farm in the Murrumbidgee Irrigation Area, where he grew rice. Very few papers record the part he played in changing the original settlement scheme. Its success was endangered by the uneconomic size of the allocated holdings. See Series 21 for Kelly's account of this period, which influenced his participation in the land settlement scheme after the Second World War.

Series 2. War Service Land Settlement Scheme

In 1943, Kelly prepared a report for Eastern Command Headquarters on possible postwar land settlement schemes. After his discharge from the Army, Kelly worked for the War Service Land Settlement Scheme, from New Year 1945 to December 1947, where he was responsible for the inspection of properties throughout Australia for potential land settlement of ex-servicemen, under the direction of J.G. Series 3. Northern Australia Development Committee, 1945-48

The Northern Australia Development Committee, with members from the Commonwealth, Western Australian and Queensland governments, was established in 1945 to promote the development of Northern Australia. At its penultimate meeting in 1947, the NADC recommended the taking of an economic survey of the cattle industry in Northern Australia. See 11/27 for a brief account of this period by Kelly, and Series 23 for a full history.

The survey recommended by the NADC was entrusted to Kelly by J.G. (later Sir John) Crawford, Director of the BAE. Kelly worked on economic surveys of the cattle industry in Northern Australia from April 1948 until his retirement in 1960. He presented major reports in 1950, 1952, and 1959. After his retirement from the BAE, Kelly undertook a private survey with the intention of becoming a consultant. However, late in 1960 he was invited to return to the BAE in order to evaluate proposals for road construction under the Beef Roads Scheme in Northern Australia. Series 10. Northern Australia's beef cattle economy: a major field study in 1967.

In 1967, Kelly received a grant administered by the Australian National University, and began a research project under the aegis of the Research School of Social Sciences. Correspondence deals with the obtaining of the grant, and the organisation of the project with both farmers and industry leaders.
