Scope and Content

The collection comprises correspondence, reports, minutes, Motu vocabularies, manuscripts, invitations, printed items, photographs and tape recordings documenting Toogood's career as a patrol officer and administrator in the Territory of Papua and New Guinea. There are also papers relating to the Australian Mission to the United Nations (1961-1961) and the United Nations Trusteeship Council (1961-1966).

The papers were donated to the Library by Gerald Toogood's son Ian Toogood in 1991.

Biographical Note

Gerald William Toogood was born on 13 June 1913 in London and educated at Leigh Hall College, Halstead. In 1943 he married Monica Angas. They had two sons and one daughter.

Series 1 Personal papers and correspondence, 1951-1972

The series comprises personal correspondence and cards (1951-1972), a passport, international driving permits (1951), and a permit to enter the Territory of Papua and New Guinea (1964-1970).

Series 2 Patrol Officer, Papua Magisterial Service, 1930-1942

The series includes an annotated copy of Territory of Papua Circular instructions (1931), correspondence (1941-1942) concerning Toogood's request to enlist in the AIF, a copy of Revised Motu grammar and vocabulary by R. Lister-Turner and J.B. Clark [1930], and copies of 'Vocabulary English-Police Motu' by G.W. Toogood.

Series 3 Australian New Guinea Administrative Unit (ANGAU), 1942-1945

Toogood served in the Territory as a member of the AIF with ANGAU as Assistant District Officer at Goilala, Milne Bay, Goodenough, Lae, and Ramu and as District Officer at Kairuku, Tufi and Milne Bay.

The papers comprise a copy of the Moresby Army news sheet (25 May 1942), lyrics for a music program (29 Mar. 1945), and papers relating to an ANGAU conference of Headquarters and District staff, Port Moresby, 7-12 Feb. 1944.

Series 4 District Officer, 1947-1951

The papers in this series relate to Toogood's positions as Assistant District Officer (1946-1950) for all stations in the Central, Manus, Morobe, Milne Bay and Eastern Highlands Districts and as District Officer for New Britain (1951-1952).

The papers include notes of a patrol to Sudest and Rossel Islands (Nov. 1947), 'A guide and instruction manual for native tribunals in Kilifi District' (1947-1951) and information on Divisional boundaries and staffing. There are also instructions for the guidance of District Officers in the administration of their districts in matters including public health, lands, surveys, mines and forests, police, anthropology, agriculture and the administration of justice.

Series 5 District Commissioner, 1951-1954

Papers relating to Toogood's position as District Commissioner of the Southern Highlands District including minutes of the Fort Hall African District Council (31 May 1951), notes on Fort Hall law and customs, patrol report no. 10 of 1953/54 by Toogood for Mendi, and a typescript 'Brief outline of a suggested route for the construction of a road from Port Moresby to Lae' (1953).

The papers include correspondence, papers relating to Toogood's membership of the Tariff Committee (1959-1961) and a committee concerning the proposed Sirinumu Dam (1959), copies of duty and information statements (Aug/Sept. 1958) and a publication Village directory (Department of Native Affairs, 1960).

Series 8 Special Adviser to the Australian Mission to the United Nations, 1960-1965

As a member of the Australian Delegation to the United Nations, Toogood attended the 15th Session of the General Assembly in New York as Special Advisor on Papua and New Guinea (1960-1961). The series includes 'Special report by the Australian Government on the preparation and training of indigenous civil and technical cadres in non-self-governing territories in respect of the Territory of Papua', 'Declaration on the granting of independence to colonial countries and peoples' (statement by J. Plimsoll, 2 Dec. 1960), and a statement by J.A. Forsythe for the Committee on Information from Non-self-governing Territories. Other papers include correspondence, itinerary, guest list, general notes on the United Nations and a small amount of material relating to the United Nations Trusteeship Council (1964).

Papers relating to Toogood's role as chairman of the committee investigating the appropriateness of the functions of the Department of Native Affairs (1963), the appointment of District Commissioners and other matters. Includes correspondence, minutes, staff lists, and newspaper cuttings.

Series 10 Australian Special Representative to the United Nations Trusteeship Council, 1961-1968

The series contains mainly meeting records and statements made by Australian representatives Dudley McCarthy and Gerald Toogood to the Trusteeship Council (1961, 1962, 1964 and 1966). Other papers include publications, reports, meeting notes, two reel to reel tapes of the 1964 Trusteeship Council and information handbooks for the United Nations visiting mission to the Trust Territory of New Guinea, 1968.

Other material relating to the 1964 Trusteeship Council is in series 8.

Series 11 Assistant Secretary, International Relations and International Affairs, Department of the Administrator, 1960-1969

The papers comprise circulars, an address by Sir Donald Cleland 'The history of Melanesia: an administrator reflects', Department of District Administration staff postings, correspondence, newspaper cuttings, notes, and financial papers. The majority of the papers relate to staffing within the Department and the role and status of expatriate personnel. There are also minutes, correspondence and agenda relating to the Stamp Advisory Committee, of which Toogood was a member over a number of years.

Series 12 General employment papers, 1940-1969

Papers relating to positions held by Toogood throughout his career in the Territory of Papua and New Guinea and employment matters including superannuation and leave. The files contain correspondence, a copies of the Government Gazette, ordinances, ministerial statements, and curricula vitae.

Course papers, correspondence (1955-1962) and essays relating to courses and training undertaken by Toogood.

Series 14 Clubs and societies, 1949-1969

Papers relating to clubs and societies to which Toogood belonged. Includes rules of the Papua Club (1949-1967), bulletins of the Port Moresby Rotary Club (1964-1968), correspondence relating to the Port Moresby Golf Club (1965) and papers on the Port Moresby Amateur Swimming Club. There are also papers relating to Toogood's Presidency of the Papua and New Guinea Amateur Swimming Union and his appointment as manager/coach of the South Pacific Games swimming team (1966).

Series 15 Menus, programs and invitations, 1949-1979

Menus, programs and invitations of events attended by Toogood. Includes programs for vice-regal visits (1949, 1963, 1968), the visit of lord Mountbatten (1965), the Australian Parliamentary delegation for the Anzac Day commemorations, 25 Apr. 1967 and the opening of the University of Papua and New Guinea (15 Aug. 1967).

Series 16 Photographs, 1940s-1960s

Photographs of New Guinea depicting volcanic eruptions, air planes, Kokoda Trail monument, village life, and Toogood at the United Nations in New York. Few of the photographs are captioned and none are dated, although most appear to have been taken from around the 1940s to 1960s.

Series 17 Other papers, 1946-1979

Miscellaneous papers, arranged roughly chronologically. Includes proceedings of a seminar on Papua New Guinea (Adelaide, 1971), an undated typescript by an unknown author titled 'Hanuabada in the war', and 'ANGAU: 1942-1945' by L.R. Healey (BA Hons essay, 1976).
