Introduction
Scope and Contents
The additions contain correspondence with Arndt's father, and papers relating to his research activities. There are working papers, conference papers and manuscripts of books. In articular, there are papers relating to Arndt's various activities at the Australian National University, such as the Australia-Japan Research Centre, the Indonesian Project and its activities, the Bulletin of Indonesian economic studies and the 'Survey of recent developments' in Indonesia, the ASEAN-Australia Joint Research Project, student projects, university meetings and Arndt's study leave and overseas trips.
There are also papers relating to Arndt's activities outside the University, such as the 1980 and 1981 Commonwealth Heads of Government Meeting (Arndt was a member of the Australian delegation), conference papers, and papers relating to a number of Business Co-operation Committees with which Arndt was involved. There are also papers relating to Quadrant.
There are also a number of papers by authors other than Arndt, a collection of printed material, mainly pamphlets, such as Fabian Society pamphlets and press clippings on a number of topics, including East Timor.

Immediate Source of Acquisition
The first instalment of papers was donated by Professor Arndt under the Taxation Incentives for the Arts Scheme in 1981. Further consignments were donated by Professor Arndt in two instalments, in February 1988 and in May 1993.

The arrangement of the papers largely follows Professor Arndt's own arrangement.

The papers of MS 6641 document various aspects of Professor Arndt's career, including his work for Quadrant, his academic career, during which he published numerous works, and his extensive involvement with Asian economic development. Included in the papers are correspondence, working papers, unpublished papers by other people, lecture notes, papers relating to a number of Arndt's publications, conference and seminar papers. There are also notes and papers on various bodies such as the United Nations Asian Institute for Economic Development and Planning, Australian and New Zealand Association for the Advancement of Science (ANZAAS), Economic Meetings of the Commonwealth Bank and the United Nations Institute of Training and Research (UNITAR). Correspondence relating to particular issues can be found throughout these papers. The first part of this series contains personal correspondence with Professor F.G. Arndt, Heinz Arndt's father.
The second part contains correspondence and newspaper clippings relating to the Australian Broadcasting Commission (ABC), a number indicating concern about a perceived ABC bias against Indonesia.

Series. Quadrant
A long series of letters exchanged between Arndt and the staff of Quadrant, in particular with editor Peter Coleman. Arndt was President of the Australian Association for Cultural Freedom, Quadrant's publisher and was co-editor of Quadrant for a short time.
Also filed here are copies of correspondence between Peter Coleman and Gerard Henderson, director of the Institute of Public Affairs (NSW); notices, agendas and minutes of the Quadrant Board of Directors meeting and cuttings of tributes to Richard Krygier.
Other letters relate to contacts with the Australian Association for Cultural Freedom and Melbourne University Press and a special issue on socialism.
The correspondents include Peter Coleman, Professor David Armstrong, Ian Gregory (Managing Director), Professor Geoffrey de Q. Walte, Sir Noel Foley, Creighton Burns, Robyn Marsden, Richard Krygier, B.A. Santamaria, and David Kemp.

Series. Indonesian Project, 1964-82
The Indonesia Project was established in 1965 in the Australian National University's Research School of Pacific Studies Division of Economics. The Project monitored, analysed, and reported on recent economic developments in Indonesia; informed Australian governments, business, and the wider community about those developments, and about future prospects; and stimulated research on the Indonesian economy. A major function of the Project has been the publication of the Bulletin of Indonesian economic studies. Arndt was the Editor from 1965 to 1983 and there are files relating to the Bulletin in these papers.
The Project was initially funded by the University and, from 1965, it received financial assistance from the Ford Foundation for three years and an annual grant from the Reserve Bank of Australia In the early 1970s funds were received from Australian companies as a result of an appeal for assistance. Papers relating to this appeal are included in these papers. In more recent years the Australian Department of Foreign Affairs and Trade provided an annual grant to the Project, most recently through the Australian Agency for International Development (AusAID).
Many of these files are correspondence files. Included is correspondence regarding the Obor Publishing Project, Obor being a small foundation active in the field of cultural and intellectual development. For some years Obor focused on a project in scholarly publishing in which Arndt was involved.
There are files in alphabetical order from a number of correspondents, including research assistants, while other correspondence is held in subject files together with some other papers, such as account summaries, relating to the Project.

Series. Australia-Japan Research Centre, 1978-87
The Australia-Japan Research Centre (AJRC) forms part of the Research School of Pacific and Asian Studies at the Australian National University. The AJRC provides funding for participation of researchers from around the region in AJRC research projects and conferences. It also provides research facilities for visitors and has a program of conferences, seminars and publications. The Centre also collaborates on research activities with other institutions throughout the Asia Pacific. The Centre is involved in a wide range of activities such as research exchanges, teaching, the placement of Japanese officials in graduate programs, and secondments from the Australian Public Service.
Funding is received from the Japanese and Australian governments and from private business organisations in both Japan and Australia, as well as from research funding bodies for individual projects.
Arndt's association with the Centre began when he became head of the Department of Economics. He was an ex officio member of the Research Committee and attended most of the Joint Meetings and other AJRC functions. He also contributed to the work of the Centre and to its publications.

The three year Project (1981-84) was established to initiate, undertake and publish the results of research relevant to long-term economic relations between the ASEAN countries and Australia. There was an extension of the Project, allowing the publishing program to be completed. The Project was funded by the Australian government. Arndt and Ross Garnaut, who became the Research Director of the Project, were involved in the establishment of the Project. Arndt was Chairman of the Australian Steering Committee for this Project.
The papers include papers and notes on Asean Australian relations, initial papers on the establishment of the Project, draft terms of reference and proposed organisation for Australia, meeting papers for the Steering and Joint Steering Committees, drafts of a 1985 'Report to governments', progress reports and research proposals, draft research papers, correspondence and notes by Arndt.

Most of the reports in this series relate to overseas visits. The visits were to deliver lectures, make contacts and to gather information and included visits to India, Thailand, Indonesia, Singapore, Malaysia, the United States and Germany between 1959 and 1964. There are also some handwritten notes related to the visits.
There are also study leave reports for 1954 and 1960-61, 2 newspaper clippings, a list of book titles and a draft report of an address and the question and answer session on the 'Role of regional training institutes in international technical co-operation programmes'.

This series contains draft entries for a 6 volume popular encyclopaedia. The rights were bought by the Melbourne Herald from the London Daily Mail and Arndt, given a free hand with the economic articles, spent about a month producing about 40,000 words for new articles and 40,000 words of revisions for the Australian edition.
Entries cover topics such as advertising, Stock Exchange, gold standard, cost of living etc. As well as entries drafted by Arndt, there are entries on the topics of Public Finance by R.H. Barback, for example, Australian Loan Council, budget and income tax; Demography, by W.D. Borrie; Social Security Services by R. Mendelsohn; Accountancy by T.M. Owen and Labour Economics by D.W. Oxnam.

Arndt's Asian diaries was published in Singapore by Chopmen Publishers in 1987. The book contains a selection from the diaries kept by Arndt during twenty three years of travel in the Asian region, largely presented as they were written each day.

Series. Papers relating to unpublished books, 1947-82 - Box 196 (MS 6641)
The first of the manuscripts are two groups of essays, written between 1947 and 1960, that appear to have been gathered for possible publication, together with contents pages. The first is entitled 'Essays in economics for labour', the second 'Problems of economic policy in post-war Australia'. The titles do not appear to have been published.
The essays were original written as lectures, such as 'Labour and economic policy, the 1956 Chifley Memorial Lecture, newspaper articles, such as 'New Radical Objectives for labour, published in the Sydney Morning Herald in February 1960 and 'Trade unions and economic policy, a lecture at a 1951 trade union conference and articles in journals.
The second part of the series contains correspondence relating to the possible publication of a 6th edition of The Australian trading banks, by H.W. Arndt and W.J. Blackert (Melbourne, Melbourne University Press, 1977). Sales of the 5th edition had been low, and, although the publishers agreed with the need to produce a new edition to bring the title up to date and to reflect the Campbell Committee Enquiry there was concern about the level of sales. Some canvassing of banks to establish if they would purchase the title was therefore undertaken. It appears that the 6th edition was not published.
The third part contains manuscripts of 'Development and equality: Indonesia in the nineteen seventies', edited by H.W. Arndt, together with background papers and correspondence relating to its publication. Most of the correspondence is with Macmillan. Publication was delayed to such an extent and so many critical events relating to the work occurred at the same time, such as changes in the oil prices in 1981/82 and a spurt in rice production after 1979, that, after some discussion on the possibilities of updating the manuscript, the authors decided not to go ahead with the English language edition. It was, however, published as Pembangunan dan pemerataan (1983).

Two studies grew out of a 1964 conversation Arndt had in the Ford Foundation Office regarding Australia's increasing role as a donor country and the benefits to Asian students and trainees of bringing them to Australia. Ford Foundation grants enabled a follow-up study on Australian trained students and one on the effectiveness of Australian technical assistance.
A report, Back in Asia: a follow-up study of Australian-trained Asian students, by Daphne M. Keats (Canberra, Dept. of Economics, Research School of Pacific Studies, Australian National University, 1969) resulted from the first study, supervised by Arndt.
The papers relating to this report include correspondence relating to the appointment of a suitable research fellow to undertake this study and with Daphne Keats on her proposed research method, progress, travel arrangements, salary etc. There are also papers relating to the questionnaire used for the study, background articles and newspaper clippings
The second study, was the 'Ford Foundation Enquiry into the Efficacy of Australian Technical Assistance to Developing Countries in Asia', It was undertaken under the joint supervision of Professor R.I. Downing, University of Melbourne and Arndt, by Alan Boxer.
The papers include correspondence and some other papers relating to setting up the study and to the questionnaire. There is also correspondence relating to draft chapters and publication of Experts in Asia : an inquiry into Australian technical assistance by A.H. Boxer (Canberra, Australian National University Press, 1969). There are also manuscripts of chapter 9.
The third part of this series contains correspondence relating to, and drafts of, Jakarta dollar market: a case of financial development in ASEAN, by Njoman Suwidjana (Singapore, Institute of Southeast Asian Studies, 1984). Also included are background papers for the study, notes by Arndt and drafts of an article 'The Jakarta dollar market' by H.W. Arndt and Njoman Suwidjana. This study was supervised by Arndt and was part of a Australian-ASEAN Economic Relations Research Project.

Papers relating to a study by Juan Hoe, an Institute of Southeast Asia (ISEAS) Research Fellow in 1983, on ASEAN foreign exchange markets. The project was supervised by Arndt and John Hewson. Funding was provided by the ISEAS, the Reserve Bank of Australia and the Australian National University ASEAN-Australia Project.
Some difficulty was experienced in completing the project report, which does not appear to have been published.
The series contains correspondence, the main correspondents being Arndt, John Hewson and Juan Hoe, the research proposal and drafts of sections of the report.

Arndt attended numerous conferences during his time at the Australian National University and throughout his academic career. The papers filed here reflect Arndt's extensive involvement in Asian economic development.
Files in the following boxes are made up of papers of a general nature, in which correspondence is interfiled amongst items such as minutes, programs, reports, itineraries and draft papers relating to various conferences.
Included in the list of correspondents are Daina McDonald (editor, the Australian), G. Dorrance, Dr Fred Argy, Dr David Clark (editor, Australian Financial Review), Professor W. M. Corden, Gary Anson, Dr Selwyn Cornish, Mark Kelly and Cambridge University Press.
The papers were received in two instalments. The 1979-86 papers were received in February 1988 and the 1982-90 papers in May 1993.

Series. R. I. Downing papers, 1947-75
Richard Ivan Downing ( B.A., Dip. Ec. Cantab.) was the Ritchie Research Professor of Economics at the University of Melbourne from 1952 until his death in 1975. He was an Assistant Economic Advisor to the Prime Minister of Australia in 1941-45, and served at the International Labour Organisation from 1945 to 1947 and from 1950 until 1953. He was a Trustee of the National Gallery of Victoria, Chairman of the Australian Ballet School and Chairman of the Australian Broadcasting Commission. He was also a Director of the Gas and Fuel Corporation of Victoria and of the Melbourne Theatre Company. Downing was both a colleague and friend of Arndt.

This series includes press cuttings, journal articles, reprints, correspondence, draft articles and notes. Other papers include a photocopy of 'Australia's support for Indonesia's takeover of East Timor, testimony of Patrick Walsh before the Permanent People's Tribunal, Lisbon, 19-22 June, 1981' and a letter from Cardinal Freeman disassociating the Catholic Commission for Justice and Peace from the comments on a number of individuals, including Arndt, mentioned in the testimony. Also reports on East Timor, for example by the Australian Council for Overseas Aid (1975), by the Independent Committee established by the Australian Council for Overseas Aid, by representatives of the Campaign for Independent East Timor, and by the Australian University Students Association are included.
Arndt was concerned about the effects on the relationship between Australia and Indonesia of some of the Australian reaction to the Indonesian actions in East Timor.
