What are Bills?

Bills are the drafts of laws that Parliament proposes to enact. They may be initiated in either House of Parliament unless they are money bills, which must be introduced in the Lower House. The majority of bills are introduced in the Lower House, in which the government is formed and where most of the Ministers sit. Bills may be amended many times before they are passed.
