Cartoon depicting a pond with 6 inflated frogs, each with the name of a state and the debt per adult of the state. A large man feeds the N.S.W. frog with bellows entitled "Public Waste Dept.". The frog representing Queensland has exploded with various figures and the words "Civil Servants" bursting out. In the background a large bull.
