The collection comprises papers relating to Bill Bowtell’s policy and administration roles relating to HIV and AIDS Strategy, the introduction of Medicare, Sydney Airport Noise Management, the 1996 Federal Election Campaign, privatisation of Telstra and consultancy work with the Commonwealth Attorney-General's Department and the Office of the Minister for Justice and includes; correspondence; diaries; reports; agenda and meeting papers; newspaper cuttings; and printed materials.

Policy advisor. William (Bill) David Bowtell is director of the HIV/AIDS Project at the Lowy Institute for International Policy, Sydney. Bowtell trained as a diplomat and had postings to Portugal, Papua New Guinea and Zimbabwe. He was senior advisor to Federal Minister for Health, Dr Neal Blewett, 1983-1987, and had a significant part in the introduction of the Medicare health insurance system in 1984. He was also involved in formulating the national strategy to combat HIV/AIDS and was national president of the Australian Federation of AIDS Organisations. He was also director of the AIDS Trust of Australia, 1992-1993. Between 1994 and 1996 Bowtell was senior political advisor to Prime Minister Paul Keating. Bowtell has contributed articles to The Australian, the ABC's online magazine, Unleashed, and the Sydney morning herald among other publications.
