Doug Anthony offers a welcome to the ceremony held to lay the foundation stone of the National Library of Australia. He talks about the design and dimensions of the new building, and the current and predicted size of the collection to be housed within it. He acknowledges the contributions of Sir Robert Menzies to the growth of Australia and Australians. Anthony then introduces Prime Minister Harold Holt who talks about the present state of construction of the National Library of Australia and Menzies' role in advocating for its building. Holt discusses the parliamentary genesis of the National Library, growing out of the Parliamentary Library, and its growth since the National Library Act 1960. He also discusses the Library's collections and collecting focuses. Holt introduces Sir Robert Menzies to lay the foundation stone. Menzies offers his thanks for being given the opportunity to lay the foundation stone despite not being the current Prime Minister. At length, he discusses the value of books and their ability to offer informed interpretations of the present and plan for the future by understanding the past. Menzies then officially lays the foundation stone. Doug Anthony offers thanks to the contractors, architects and other notable contributors to the building of the National Library, as well as Prime Minister Harold Holt and Sir Robert Menzies for speaking at the event.
