Three letters forwarded for distribution to the delegates to the Constitutional Convention held at Old Parliament House in Canberra, 2-13 February 1998; one letter of reply from the Office of the Attorney General outlining the constitutional model recommended by the Convention; and one copy of the Chinese weekly Pacific Times, dated 26 February 1998. The first letter to the delegates outlines five constitutional models, including Chua's own, with the weaknesses of the first four models and supporting arguments for Chua's model. The second letter outlines proposals for the appointment, dismissal, role and power of the new Head of State. The third letter supports the proposal put forward by Anglican Archbishop Peter Hollingsworth.
