Dexter was Director of the Office of Aboriginal Affairs from 1967 to1972, and then was the first Secretary of the Department of Aboriginal Affairs (DAA) from 1973 to 1976. He talks about the activities of the Council for Aboriginal Affairs, the establishment and operations of the DAA, and the empowerment of the Aboriginal people.
