"In 1969 the Royal Commission on Bilingualism and Biculturalism recommended bilingual districts as part of its federal language policy. Daniel Bourgeois traces the complex path that led to the 1976 demise, following pressure from the Treasury Board Secretariat, of the plan to create bilingual districts.
