Rowley talks on why his committee wants a treaty with the Aborigines; his views on colonization and justice; the advantages a treaty would offer and what it would involve. He then answers questions from the audience regarding: the enforcement of rights in a treaty; the inclusion of the Torres Strait Islanders; Northern Territory Land Rights; persuasion of the general public to see the need of an Aboriginal treaty; the demarkation of various Aboriginal peoples. Gough Whitlam formally closes the luncheon.
