This extensive report contains evaluation studies of compensatory education activities funded under title i of the elementary and secondary education act (esea) in Oakland, California. In one section of the report the remedial and corrective language arts project for elementary, junior, and senior high school levels is assessed. Four groupings of schools, representing varying organizations of compensatory services, supplied the language arts project with comparative evaluation data--(1) esea schools, (2) esea schools under the senate bill 28 (sb 28) reduced class size program, (3) sb 28 schools, and (4) comparative schools operating under the regular district program. Supportive and auxiliary services are evaluated in a second section. In other sections the cultural enrichment program and a model for studying the effects of school integration are described. Generally the evaluation format for these programs provides a description of the subjects, organization of services, materials and equipment, evaluation strategies and instruments, data analysis, and results. The final sections of the report contain (1) a description of the inservice education program, (2) the report of a parent interview survey, (3) the report on the elementary school program for non-English speaking students, (4) the report on the elementary school discipline study, and (5) an evaluation of the school system's summer programs. A 400-page appendix in a separate volume contains various state forms, nonstandardized instruments, test scores, and other information relevant to each of the programs. (lb)
