This statistical report presents data on the non-English-speaking population of New York City's schools. English-speaking ability was determined by a teacher rating and a 5-point scale. The report gives data on the school registration of this group in the city as a whole, in each borough and in each instructional division. A summary points out that although there has been a slight rise in non-English-speaking pupils, it has been offset by an increase in the total school register. The increase from 1958 to 1964 has ranged from 8.4 to 8.9 percent. Distribution among the five boroughs, however, has shown a marked change, with brooklyn schools enrolling about one-third of these students. Citywide, the bulk of the non-English-speaking children are in the elementary schools, and, overall, one child in 12 is non-English speaking. The problems that this situation presents for the school system are discussed briefly. (nh)
