This book discusses how the dearth of manpower policies at Federal, State, and local levels has resulted in weak programs that lack comprehensiveness in meeting occupational demands and efficiency in developing human resources. The author delineates the role of education in the development of manpower needs in our highly technical society, and suggests specific supportive action that should be taken. Elementary, secondary, and postsecondary institutions are identified as the agencies best equipped to produce comprehensive manpower programs. A conclusion is reached that there exists a need for a policy concerned with providing needed manpower to the labor market, educating and training those unemployable, and continuing the education and retraining of present workers. Priority should be given to the preparation of youth and adults for transition to work roles in a new and changing technological age. Historical approaches to and current trends in manpower development are also presented. (Author/JF)
