This report was written to provide the nation's education community with up-to-date information on the most significant recent studies on reading problems in concise, understandable language. Administrators, teachers, and school boards are anxious to improve their reading programs as part of the new national goal to end reading failures in America by 1980. The report is designed to give them answers to some of the most pertinent questions: What can schools do to improve their reading programs? What can superintendents, principals, and teachers do to help? How can high schools help their students read more effectively? What are some examples of successful preschool and elementary school programs? What are the lessons of reading research? To answer these questions such topics as diagnosing the problem, choosing the teaching technique, surveying the school's needs, building the staff, bringing in the community, training teachers and specialists, and organizing the high school developmental reading program are discussed. An annotated list of reading resources compiled by the ERIC Clearinghouse on Reading is appended. (Author/DH)
