This document is composed of two papers studying the conversion of a traditional teacher education program to a performance based teacher education (PBTE) program at the University of Washington. The first paper describes the conditions and process necessary to bring about a change in teacher education. Emphasis is placed on the organization of change; concerns include procedures for change; characteristics and implications of performance based, clinical and field oriented teacher education; factors for success; and administrative problems. The second paper describes specific PBTE programs at the University using the previous paper as a frame of reference. Emphasis is placed on the conceptual and management domains of program development in teacher education. A baseline of information concerning program development since 1967 and an analysis based on the collective experiences of program participants are provided. To present a programmatic perspective, this paper provides program rationale and development; three approaches to program design for 1971-72; and a critique of program development since 1967. The conceptual and management domain presented in this paper have proved to be viable organizational structures for program development. Further study and refinement of the operational models will hopefully provide data to permit continued change in teacher education at the University of Washington.
