This bulletin is comprised of nine papers that address the issues concerning the development of competency-based designs for teacher education and certification. In the first paper, Dickson traces the origins of competency-based teacher education (CBTE) and concludes with some implications of CBTE and its future potential. In the second paper, Andrews discusses three problems of CBTE: (a) defining a competency and competency-based education (CBE), (b) keeping abreast of CBE activities in each state, and (c) deciding whether the specified competencies are ones that will make a difference in children's learning. In the third paper, Burton focuses on developments relating to CBTE and four Career Opportunities Program projects in Washington State. In the fourth paper, Johnson focuses on how the theory of CBE is put into action. In the fifth paper, Schalock presents an overview of the certification process as it now tends to be carried out and raises some questions about certification that stem from a CBTE approach. In the sixth paper, Kemble examines the social context of and the politics behind competency- or performance-based teacher education. In the seventh paper, Riessman questions whether CBTE is a hoax, panacea, or modest step forward. Descriptions of the proceedings of three CBTE workshops conclude this bulletin. (PD)
