The document presents the new international convention (with five articles or policy statements) and the formal statement of recommendations adopted by the International Labor Conference on June 23, 1975. Prepared by the International Labor Office, the instruments concern vocational guidance and vocational training in the development of human resources. The texts of the instruments were discussed at two successive sessions of the International Labor Conference by a technical conference committee composed of representatives of workers, employers, and governments. The convention contains five provisions regarding policies and programs. The recommendations contain 15 topics: (1) general provisions, (2) policies and programs, (3) vocational guidance, (4) vocational training, (5) training for managers and self-employed persons, (6) programs for particular areas or branches of economic activity, (7) particular groups of the population, (8) promotion of equality or opportunity of women and men in training and employment, (9) migrant workers, (10) training of staff for vocational guidance and vocational training activities, (11) research, (12) administrative aspects and representative bodies, (13) periodical reviews, (14) international cooperation, and (15) effect on earlier recommendations.
