Bounded on the west and south by Mexico and to the east by the Gulf, the Lower Rio Grande Valley of Texas is separated from the nearest U.S. urban center of any size by miles of flat and arid brushland. Its total population of approximately 335,000 is essentially composed of 2 groups--Mexican Americans and Anglos. Although the region is one of the most productive agricultural centers in the nation, poverty tends to be pervasive within the Valley. Some of the nations most severe socioeconomic conditions are indigenous to the region. Focusing on the Valley's poverty, this paper briefly describes some of the more serious local economic problems, particularly as they relate to the Mexican American population. Some of the historical antecedents and contemporary conditions which have either precluded or hindered upward social mobility among the poor are briefly considered. The paper concludes with a discussion of proposals suggested for the facilitation of regional socioeconomic development. (NQ)
