The aim of this document is to provide an alternative for those teacher educators who are committed to the development of professional competence in teaching but who find the present Competency/Performance Based Teacher Education (C/PBTE) approach to be unsatisfactory in certain significant respects. It is proposed to replace the popularized C/PBTE concept by a set of interrelated concepts which include (a) the concept of a profession; (b) a comprehensive classification of teaching action; (c) the concept of professional competence; and (d) the concept of teaching as a problem-solving enterprise. The constructions, analyses, and illustrations are resolved into four parts. Part One, The Concept of Professional Competence in Teaching, establishes the conceptual framework on which to hang the practical aspects of teacher preparation and assessment. In Part Two, Significant Competencies for Professional Teachers, criteria are established for building "competencies." Part Three, Development of Professional Competence in Teaching, is concerned with the practical problems of building and improving professional teacher preparation courses or programs. In Part Four, Assessment of Professional Competence in Teaching, the "explantory" approach to assessment of professional competence is proposed and analyzed from the validity and reliability viewpoints. Practical suggestions are made for utilizing the explanatory approach. (Authors/JD)
