This handbook was developed to assist student advisory committee members in maximizing the benefits to be gained through the use of Student Advisory Committees (SAC's) under the Emergency School Aid Act (ESAA). The handbook discusses the Emergency School Aid Act which authorizes the program, regulations governing the student advisory committee, procedures for the selection of members, the purpose of the SAC, some ideas on how it might function most effectively, and numerous suggestions on the kinds of activities the SAC might engage in. In addition, appendices are provided on the background of the new legislation, as well as the names and addresses of regional education staff members that may be of assistance. (Author)
