This evaluation report for the 1976-77 Tacoma Public Schools Emergency School Aid Act (ESAA) program is organized around the six priority needs and eleven related objectives which were specified in the applications for funds. Each need and objective is listed along with related data. Conclusions about objective attainment are made in terms of desired progress from 1976 to 1977 as specified in the application. The summary of outcomes indicates that two objectives out of eleven were completely attained during the 1976-77 school year at both the elementary and junior high school levels (sociability among Native Americans, and emotional stability/compliance among blacks and native Americans). Partial attainment was realized on all except one of the other objectives (increasing choosing of blacks by anglos). It is also noted that several factors were operating concurrently with the ESAA efforts that may have served to mediate against attainment of at least some of the objectives. The relatively constant decrease in the proportion of Caucasian enrollment in Tacoma's schools particularly at schools in Central and Southeast Tacoma, indicates that the study be continued for the formulation of a comprehensive long range plan to prevent segregation.
