The handbook analyzes implications of Sections 503 and 504 of the Rehabilitation Act of 1973 on the employment rights of handicapped persons. The first section reviews background information (including a summary of the law and regulations concerning employment) and discusses implications for hiring practices (including consideration of reasonable accomodation, hiring practices of federal contractors, and administrative complaint procedures). Placement practices, training opportunities, pay rates, benefits, promotion, transfer practices, and layoff and termination are among the post-hiring practices considered in the second section. (CL)
