In an effort to identify and assess the social, economic, and political effects of nuclear power plant construction and operation upon two host communities (Plymouth, Massachusetts and Waterford, Connecticut), a post-licensing review revealed that the primary impact of the nuclear power plants in both communities was an increase in the property tax base. Each community chose to maintain or reduce the existing tax rate while using the additional revenue to significantly increase and enhance public service delivery systems and facilities. Over the five year period, education's share of Waterford's budget fell from 63% to 55%, while Plymouth's share rose from 35% to 43%. However, in per capita terms, the rates of increase were nearly identical, with each rounding to 72%. Indirect consequences of the fiscal impact were professionalization of administrative infrastructure, increase in the salience of growth issues, and alteration of both inter- and intra-community relationships. In retrospect, most residents would permit construction of the nuclear facilities because of the economic benefits and the lack of perceived disbenefits. The report includes: discussions of the study purpose, design, and objectives; profiles of the two communities; results of interviews with local decision makers and attitude surveys of a random sampling of citizens from each community; summaries of study findings and suggestions for future research; references; and appendices listing interviewees and survey questions and results.
