Part of a 13-volume series designed to help Lutheran communities assess the feasibility of starting a Lutheran elementary school and to assist ongoing schools in current operation, this handbook focuses on personnel policies for Lutheran elementary schools. Its purpose is to help members of the board of education clarify their expectations of school staff. The publication outlines the role of the Lutheran teacher and principal, including qualifications and assignments. It differentiates between teachers who are eligible for a call (to be considered part of the ministry of the church) and those given only a yearly contract and outlines the practices of several synods. Compensation for staff is discussed and examples of salary schedules are offered. The handbook deals with both church and state certification and lists several synods' requirements for certification. A regular program of teacher evaluation is emphasized and sample evaluation forms are presented. Release of personnel and the role of supporting staff are touched on. A section on teacher professional growth reviews inservice programs, professional days, continuing education programs, seminars, and professional reading. The role of volunteers in the schools is discussed and their tasks, qualifications, and recognition reviewed. (Author/JM)
