Pilot, field, and final tests in listening and in speaking knowledge, skills, and attitudes for Alberta (Canada) students in grades 3, 6, 9, and 12 were constructed, using the following steps: (1) selection and validation of high-priority measurable objectives; (2) review of existing tests and related literature; (3) pilot test construction, administration and data analysis; (4) construction, administration, and data analysis of a field test, based on pilot test findings; (5) final test construction; and (6) technical report writing. All items were constructed by the investigators because no usable items or tests were located during the literature review. Attitude items were excluded from the final test because they were unrelated to ability measures. Statistical analyses were performed on the pilot and field versions to determine item difficulty, item discrimination, reliability, and validity of multiple choice options. Factor analyses were also performed. The field test, with minor revisions, was recommended as a final test for large groups. Because criterion referenced testing in listening and speaking is relatively novel, however, the conclusions and recommendations made were tenuous.
