Refund policies and practices at universities and four-year and two-year colleges that are members of the Higher Education Panel of the American Council on Education were surveyed. The focus was on policies regarding freshmen students who terminate their studies before completing their first term. Usable responses were received from 580 institutions, or 91 percent, and the data from responding institutions were statistically adjusted to represent the population of colleges and universities that enroll undergraduates. Respondents were asked to separately detail their refund policies for first-time full-time freshmen students entering fall 1978, covering tuition, mandatory fees, room, and board. The respondents listed the amounts of these charges and the percentage refund that would be available for each: (1) after the first day of the term, (2) during the last day of the second week, and (3) during the last week in which refunds could be obtained. Findings are presented in statistical tables. Appendices compare respondents and nonrespondents and describe the stratification design for weighting. The reliability of the survey estimates are discussed and 90 percent confidence limits are presented. A sample survey instrument is included. (SW)
