The intent of this report is to examine the status and functions of the nation's historically black institutions as they have been affected by the assistance provided under Title III of the Higher Education Act of 1965. First, background to the development of Title III legislation is reviewed. Second, evaluations of Title III programs that have been carried out to date are discussed. Finally, the major body of the report describes and presents results of a 1979 survey of Title III's impact (conducted by the southern Education Foundation). The survey consisted of a questionnaire mailed to the presidents of 103 historically black colleges and universities believed to be the recipients of Title III funds, and probed their opinions regarding the effectiveness of the legislation and funds it provides within their institutions. Specific issues examined included the uses of funds, improvement of management, faculty development, curriculum development, student services, and essential and enduring changes. Based upon the responses (38 percent of the original questionnaires), it is concluded that (1) Title III has enabled many institutions to fulfill roles that might otherwise have lagged, and (2) Title III seems to have helped many institutions to broaden or consolidate their missions and to improve the educational services provided to their students.
