A number of Arab countries, particularly those in which English is a foreign language, have gone to considerable lengths to stress and ensure the use of Arabic as a medium of instruction and expression for all branches of higher education. Progress in Arabicization has been accompanied by a diminishing role for the teaching of English to Arab students of science and technology, in which a reasonable knowledge of English is essential for access to scientific literature of the world and to technological advances. In Iraq, the importance of English language study has been emphasized by law in higher education and in the international process of coordinating Arabicization. In the late 1970s, programs were developed at two Iraqi universities to prepare teachers both for teaching and for developing courses in English for science and technology. There is need for further research and program development to expand and improve university English teaching in the Arab world as a means to scientific and technological learning, but it will be dependent on improved coordination among Arab universities and the understanding that a balance of Arabic and English is needed for the process of Arabicization to be effective.
