This research report evaluates a 2-year effort to achieve home-school partnerships and success for all children at two urban schools: P.S. 111 in New York City and the Ellis School in Boston. As conceptualized by the Institute for Responsive Education staff, the process of achieving success for all children required the transformation of school organization and the development of a home-school-community partnership in order to accomplish that transformation. These changes involved the commitment of educators and parents to an explicitly defined mission; changes in curriculum and instructional practices; supportive leadership; and a norm of continuous improvement. Data were obtained through document review, surveys, observations, and interviews. Findings indicated that P.S. 111 and the Ellis School were very successful in initiating activities that reached out to parents and community members. However, the two pilot schools differed in developing the scaffolding that would lead to success for all children. Also included in the report are descriptions of site visits to schools in Maryland and California where successful models or promising practices leading to parent involvement or success for all children were implemented.
