The process of organizing content for a course in academic English as a Second Language is discussed, specifically as it applied to construction of a course for first-year law students at the University of Hong Kong. Discussion focuses on issues that emerged while trying to reconcile the university English center's curriculum policy with student needs for specific skills and content and with the different techniques and styles of the four language teachers involved. A needs assessment was conducted by interviewing law students and teachers, observing classes, and surveying one large class. Three major concerns emerged: student difficulty with the quantity and nature of legal reading required; desire for more oral skill development; and preference for emphasis on legal rather than general English. The course designers decided to limit content largely to tort law, one of five areas of emphasis in the first-year program, with flexibility to respond to specific learner needs as they emerge. It was found that in the process of designing the course and determining its content, considerable negotiation was required to accommodate faculty and student needs within the constraints of course length and intensity, and that a clear idea of goals and objectives was essential.
