Instructor rankings for three alternative teaching performance measures were compared. The measures were an outcome measure (in this case, a test of economics knowledge), student evaluations of teaching (SET), and a weighted average of the two. For each performance measure, two alternative approaches to ranking were considered. One simply compared an instructor's score to those of other instructors. The other, a new method, compared an instructor's score to the one that could be expected for the teacher's class. The methodology was applied to rank 49 classes of principles of economic classes taught at comprehensive universities. Significant differences were found in instructor rankings between the three evaluation scores and also between rankings based on the suggested methodology and the traditional approach comparing an instructor to others. The newly developed methodology can be adapted to any college or department. In a first step, the suggested ranking methodology could be implemented for teaching evaluations alone. In a second step, evaluators could develop knowledge-based outcome tests for each field and course. Then a teacher's overall assessment could be calculated as a weighted average of the two scores.
