Based on the view that the first years of school continue an educational process that began at birth, this report presents the first comprehensive look at learning opportunities for young children in Pennsylvania. The report describes programs in Pennsylvania for children from birth through 8 years of age, providing details on funding, eligibility, and participation. The report's introduction discusses the importance of melding disparate early learning opportunities into a comprehensive system that results in children who achieve and delineating state budget allocation for various state programs. The report is then presented in seven sections, each describing programs, analyzing the current situation in Pennsylvania, and proposing policy directions for improvements. The sections are: (1) child care; (2) early intervention; (3) preschool; (4) reading readiness and success; (5) kindergarten; (6) first through third grades; and (7) educational enrichment.
