"When the Emperor of China, whose reign is known as Hien Fê ng, ascended the Throne in 1850, he issued a Decree requiring all Ministers competent to address him, "to speak plainly" upon the conditions and requirements of the Empire. Their replies to this appeal came out in the Peking Gazette, and I [T.F.W.] made at the time either precis or translations of them, with the intention of publishing them as the Appendix to a Note upon the state of China" -- Preface.
