The possible publisher of this item, Arthur E. Hyland, was Director of Australian Trade Publicity in London from 1926-1939; he was formerly in charge of publicity for the Victorian Railways. He represented the Department of Aircraft Production in London from 1939 to 1944, followed by the Department of Civil Aviation. He resumed a position for trade publicity in the High Commission in London in October 1945, and subsequently served as a trade commissioner from 1947 until his retirement in April 1950 after 49 years with the public service.
