Fix this textProtection Wanted
Fix this textAmidst the conflict of rival economic theo-
Fix this textries, one fact appears to admit of common
Fix this textagreement. That is that the entire com-
Fix this textmunity, Freetraders and Protectionists alike,
Fix this textneeds protection against bogus Protec-
Fix this texttionists. The artizan classes in the colony
Fix this textwill especially require to keep a keen ob-
Fix this textservation upon professing friends among
Fix this textspeculative circles. There has been a mani-
Fix this textfest intention of making catspaws of opera-
Fix this texttive workmen and the classes who are in
Fix this textnatural sympathy with them. Frequent
Fix this textrepetitions of such transparent dodges as
Fix this texthave been resorted to in the matter of local
Fix this texttenders for various railway stock and ma-
Fix this textterial, would inevitably result in the creation
Fix this textof so powerful and extended a prejudice
Fix this textagainst any claims advanced in the name of
Fix this textencouragement to local manufactures, that
Fix this textinstead of being helped on, the cause would
Fix this textbe seriously retarded. There is really but
Fix this textone class essentially and hopelessly opposed
Fix this textto the encouragement and growth of local
Fix this textfactories. That is the mercantile body—the
Fix this textimporters and commission agents, whose
Fix this textfortunes are proportionate to the amount of
Fix this textgoods purchased in other countries. The
Fix this textcustomers are mainly indifferent as to whence
Fix this texttheir supplies are derived, so long as price is
Fix this textnot considerably increased, and quality not
Fix this textdepreciated. Provided these conditions can
Fix this textbe observed, it may be fairly reckoned that
Fix this textthe colonists generally are favourable to any
Fix this textmeans whereby local industry may be en-
Fix this textcouraged and local manufactories fostered.
Fix this textBut if the colonists discover that, under
Fix this textpretence of encouraging local industry,
Fix this textthey are being fleeced for the benefit of
Fix this textspeculative rings, who are in reality only
Fix this textimporters disguised, it will go hard with
Fix this textgenuine local factories which a very slight
Fix this textpreferential legislation or administrative
Fix this textencouragement would help to the self-
Fix this textsupporting stage.
Fix this text• •
Fix this textThe instance adduced, with crushing clear-
Fix this textness, by Mr. Ninian Melville, M.P., is a
Fix this textclear case in point. Mr. Melville is a
Fix this textgenuine Protectionist. He proclaimed his
Fix this textprinciples long ago, at a time when to be a
Fix this textProtectionist in N. S. Wales was regarded as
Fix this textalmost tantamount to be disqualified for
Fix this textpublic life. Freetrade has been the
Fix this texteconomic orthodoxy of the colony so long
Fix this textthat a Protectionist was till lately a sort of
Fix this textheretic, scoffed as a fool, and smitten as
Fix this textmischievous. Yet it is only by a tour deforce
Fix this textthat Mr. Melville escaped political extinc-
Fix this text' tion at the hands of a ring of mock Protec-
Fix this texttionists, who had nearly succeeded in con-
Fix this textvincing the artizan classes that he was a
Fix this texttraitor and they the faithful. Their little
Fix this textgame was not protection, but plunder. They
Fix this textdemanded in the name of encouragement to
Fix this textlocal industry that tenders for certain public
Fix this textworks should be simultaneously asked for in
Fix this textthe colony and outside of it. This seemed a
Fix this textgenuine movement on behalf of our nascent
Fix this textindustries and our skilled labour. And
Fix this textthings looked very bright when they were
Fix this textas good as their words to the point of offer-
Fix this texting lower prices than English manufac-
Fix this textturers. But the whole glittering bubble
Fix this textburst when the truth became known,
Fix this textthat they simplv bought from English
Fix this textmanufacturers and imported nine-tenths
Fix this textof their material, and worked the oracle
Fix this textso that the job still paid them. This
Fix this textgame can be very simply managed, on
Fix this textthe spot. The flrst thiug is to combine,
Fix this textpolitically, to hoist one of the confederates
Fix this textinto office—the Works office, if possible.
Fix this textSuch trifles as a reformation of a land policy
Fix this textwhich has been crushing the life out of the
Fix this textcolony, are as nothing compared with the
Fix this textattainment of this object. If a newspaper
Fix this textcan be secured by any device —by including
Fix this textits proprietary in the swim, or by cajoling
Fix this texta weak or vain director —quite a storm can
Fix this textbe raised and maintained about the ears of
Fix this textany Administration which refuses to accept
Fix this textthe nominee of the ring. If successful in
Fix this textthis, all the rest is easy. But, even if beaten
Fix this textat this point, other resources remain. There
Fix this textare still influences which can be dexterously
Fix this textbrought into play; and matters can be so ar-
Fix this textranged that, although, as middlemen, the
Fix this textring net smaller profits on its contracts than
Fix this textwould be gained by manufacturers dealing
Fix this textdirect with the colony, compensation can be
Fix this texthad by getting bigger jobs to do. Thus,
Fix this textwhere all necessities would be met, and
Fix this texteveryone be satisfied with a shed, so long as
Fix this textthe contract was a mere matter between the
Fix this textauthorities and some English manufacturer;
Fix this textthe local speculator would know how to
Fix this textwork up an agitation for a sort of palace,
Fix this textand even to get indignation meetings in full
Fix this textswing because the palace was not at first
Fix this textconceded. The working man could be in-
Fix this textcited to arise in his might, by a demonstra-
Fix this texttion that “some” of the material used (it
Fix this textmight be only a ton of bolts) are of local
Fix this textmanufacture.
Fix this text• • •
Fix this textAnother and equally efficacious means
Fix this textwould be to throw discredit upon all
Fix this textmaterial or constructions not provided by
Fix this textthe local speculator. There is a very curious
Fix this textprocess going on at this very time, which
Fix this textdeserves particular attention. Some of the
Fix this textmost important and costly structures in
Fix this textconnection with our railways are being in-
Fix this textvestigated, and one of two things has already
Fix this textbeen demonstrated, viz., either that a pro-
Fix this textdigious swindle has been perpetrated upon
Fix this textthis colony in the past, or that a tremendous
Fix this textjob is in contemplation for the immediate
Fix this textfuture. It may seem almost incredible, but
Fix this textwe believe it to be literally true, that one
Fix this textbridge alone, under the mild test of an 81b.
Fix this texthammer—the mildness of a thumbscrew on
Fix this textthe human hand—has so ill stood this delicate
Fix this textscrutiny, that fourteen thousand rivets have
Fix this textbeen found to be loose!—whether after or
Fix this textbefore the application of the sledge-hammer
Fix this textwe do not know—and have been out out and
Fix this textreplaced. Other bridges are receiving simi-
Fix this textlar dioipline, and shortly no evidence by in-
Fix this textspeotion of their original condition will
Fix this textremain available.
Fix this text• « •
Fix this textIf it can be shown, as appears to be the
Fix this textdesign, that the British manufacturer is a
Fix this textcommon rogue, and scamped work his com-
Fix this textmercial rule, it will be easy to convince the
Fix this textlegislature that our only safety lies in throw-
Fix this texting ourselves upon the superior honesty
Fix this textof local manufacturers; and, even though
Fix this texttheir work be more costly, and their
Fix this textmaterial apparently inferior, there will be
Fix this texta saving in having it honestly put
Fix this texttogether. Then, indeed, our furnaces would
Fix this textbe shortly in full blast, and their smoke
Fix this textwould, perhaps, serve to obscure the vision
Fix this textof the people, and to hide from them the
Fix this textfact that where local adventurers put a ton
Fix this textof local iron into a bridge, they imported a
Fix this texthundred from the very manufacturers they
Fix this texthad condemned. Meanwhile, our finest
Fix this textbridges are being battered in the search for
Fix this textloose rivets. A rivet costs a few pence at
Fix this textLithgow; but something is to be made out
Fix this textof a hundred thousand-—even though it cost
Fix this texta shilling each to knock out rivets to make
Fix this textroom, and a shilling each to knock in the
Fix this textrivets to replace them. This is a suppositious
Fix this textcase, so far as regards the place where the
Fix this textnew rivets are procured; but it serves to
Fix this textillustrate how far, for the sake of every half-
Fix this textpenny of profit, the people of the colony
Fix this textmight be bled to the tune of a couple of
Fix this textshillings.
Fix this textm * *
Fix this textOr, to take another instance, of sham “en-
Fix this textcouragement to local industry.” A locomo-
Fix this texttive shed of large size is being built at
Fix this textEveleigh. Ordinarily, such a structure has
Fix this textno architectural pretensions. It is a shed,
Fix this textsimply. And certainly there is nothing in
Fix this textthe surroundings at Eveleigh that call for
Fix this textambitious architecture. But this was a work
Fix this textfor which local tenders had to be called, for
Fix this textthe better encouragement of local manu-
Fix this textfactures, and a local tender was accepted.
Fix this textConsequently, furnaces began to smoke, and
Fix this textskilled labour to be in demand for the
Fix this textmaking ? Not at all. A few weeks since, the
Fix this textleading English engineering paper called
Fix this textattention to the fact that the Iron
Fix this textroof of this shed was being built for
Fix this textSydney buyers, in England; and com-
Fix this textmented upon the odd circumstance that
Fix this textit is to all intents and purposes a copy of
Fix this textseveral large passenger station roofs in Eng-
Fix this textland and elsewhere, but with a lot of addi-
Fix this texttions! The same paper complimented this
Fix this textcolony upon the extraordinary prosperity
Fix this textand immense resources which justified it in
Fix this textincurring for the roof of a shed a cost which
Fix this textin poorer countries, such as England, France,
Fix this textand Belgium, would have been regarded as
Fix this textconsiderable for a passenger station I

Fix this textLet industry be encouraged, by all means.
Fix this textThat is to say, all fair means. Let us nurse
Fix this textour nascent manufactures. But, in order
Fix this textthat this may be done, the free and willing
Fix this textconsent of the majority of our people is
Fix this textnecessary. To secure this consent, it will be
Fix this textrequisite to show great advantages—for the
Fix this textdogmas of absolute Freetrade have been too
Fix this textlong and too deeply rubbed into the minds
Fix this textof our settlers to be readily eradicated. The
Fix this textartizan should open his eyes wide, and
Fix this textbeware lest he be fooled by false and pre-
Fix this texttended friends, who, while making him a
Fix this textcatspaw to pull their own chesnuts out of
Fix this textthe fire, create a complete disgust for the
Fix this textvery name of “ encouragement to local in-
Fix this textdustry.”
Fix this textPLAIN ENGLISH.
Fix this textRelays of Barmaids.
Fix this textDuring the sitting of the Victorian “ Commission
Fix this texton employes In Shops,” Dr. Beaney, the gay and
Fix this textdcbonnair, gave evidence. Referring to barmaids,
Fix this texthe approved of the relay system. This, of course,
Fix this textso far from doing away with the barmaid institu-
Fix this texttion, would serve to solidify and develop it; and so
Fix this textthe idea is not palatable to those excellent people
Fix this textwho worry themselves a little more about other
Fix this textpeople’s morals than about their own. On the
Fix this textother hand, the notion commends itself to sensible
Fix this textfolk. Dr. Beaney says that when he was in Lon-
Fix this textdon, “ he noticed that at Spiers and Ponds’ (that
Fix this textfirm employs 900 barmaids) there was always a relay
Fix this textabout five o'clock in the evening, and they kept
Fix this texton until midnight or 1 a.m. He had seen them
Fix this textcoming in (we don’t doubt you, doctor): one corps
Fix this textwould march out from behind the bars, and the
Fix this textother would walk in and relieve them, like soldiers
Fix this textrelieving the sentry.” One can imagine the little
Fix this textdoctor, all diamonds and dumpiness, enjoying this
Fix this textspectacle. But it was one to commend Itself to
Fix this textany sensible observer. It is certain that the em-
Fix this textployment of barmaids is popular in these colonies.
Fix this textThe purpose, then, of those who seek to alleviate
