Fix this textIn considering the participation rates for tertiary education,
Fix this textit has observed that there has been a noticeable drop in the
Fix this textdemand for tertiary education, particularly university
Fix this texteducation, in a number of overseas countries with similar
Fix this texteducation systems, and therefore sees a need for some
Fix this textcaution in assessing likely trends in undergraduate particip-
Fix this textation rates. The UC believes that by 1990 the ratio of
Fix this texttertiary students to the 17-22-year-old population will be
Fix this textabout 23% for Australia as a whole. The UC also believes
Fix this textthere are arguments for adopting firm limits on the size of
Fix this textthe large, well-established universities, including UNSW. In
Fix this textgeneral, the arguments against further growth relate to the
Fix this textsize of the total student body and not only to undergradu-
Fix this textates, i.e. expansion in higher degree enrolments can be
Fix this textachieved only through a reduction in undergraduate enrol-
