Made by the Senate on 19th June, 1902—That there be laid upon the Table of the Senate copies  

of all Correspondence and other documents having reference to the additional subsidy granted to  

Burns, Philp, and Co. in connexion with the Mail Service to the New Hebrides.

Gentlemen,  

With respect to the contract between your firm and the New South Wales Government for sup-  

plying steam service to the New Hebrides, shall be glad if you will be good enough to inform me at  

your early convenience whether any coloured labour is employed by your firm on or in connexion with  

the vessels engaged in the service.

Dear Sir,  

We have your favour of 23rd, and attach copies of previous correspondence with the State  

Secretary of New South Wales, which is self explanatory.  

certain number of Islanders have been retained on board all Island vessels for many years past,  

but if it is the desire of your Government that no coloured man should be on board any steamer upon  

arrival at, or departure from, an Australian port, then my company could land all the Island boatmen at  

Vila in the New Hebrides before coming on to Sydney, and pick them up again at Vila upon the return  

of the steamers to that port.  

It would be utterly impossible to load copra from the open beaches at the 80 odd calling places  

among the tropical Islands of the New Hebrides with white labour, and we presume that your Govern-  

ment would not be averse to the Islanders working on their own Islands.  

To amend the conditions of the Island traffic as suggested considerable extra expense would be  

incurred by my company, and an addition of £500 per annum would be necessary to cover such extra  

cost.  

We might state that the voyage of the s.s. Mambare just completed shows loss including subsidy  

of between £500 and £600. The French steamers trading through the group are not only heavily  

subsidized, but are allowed to engage and carry native labour, which is prohibited to British vessels, and  

we are otherwise at much disadvantage, and would hope that further embarrassments would not be placed  

upon our service.
