Australian first for UNSW Centre  

The UNSW's Joint Microelectronics Research Centre has designed and had manufactured  

Australia's first-ever high technology CMOS multi-project chip. Of great value in the fields of  

telecommunications and medical electronics the CMOS chips are the result of the Centre  

researchers working directly with the Microelectronics Division of Amalgamated Wireless  

(Australasia) Ltd.  

'As result of our work, Australian industry  

now has set of design rules and computer software  

which will enable the production of the more  

advanced multi-project chips', says Professor Graham  

Rigby, Director of the UNSW Centre.  

Complementary metal-oxide silicon (CMOS)  

technology is the fastest-growing process used for  

producing complex (VLSI) logic chips. The CMOS  

chips combine the highly desirable features of low  

power consumption and high reliability.  

The new chip-manufacturing process results  

from two years' development by AWA and means  

new Australian products can be developed wholly  

within the country.  

The basis of the multi-project chip (MPC) is  

that designs for new chips can be prototyped at very  

low cost, because up to 25 designs can be produced  

together on the one wafer.  

The Joint Microelectronics Research Centre  

used its computer-aided design facilities to produce  

its first MPC in 1982. This chip was based on the  

more traditional N-channel metal oxide semicon-  

ductor (NMOS) technology.  

Since then 12 programs have been completed  

representing more than 250 designs for research and  

prototype commercial products.  

According to Professor Rigby, 'UNSW is now  

teaching tomorrow's technology'. He said establish-  

ing the design rules and standards was more difficult  

with CMOS technology. All told, 10 researchers  

from the Centre and AWA were involved in setting  

up the project.  

One benefit of the University's MPC design  

facility is that both government and industry can  

use the UNSW Centre for designing CMOS chips for  

their own products. 'We would normally have five  

or more organizations, both industrial and research,  

running projects on our MFCs', says Professor  

Rigby.  

Industry participation involves companies or  

government departments sending one of their engin-  

eers to attend postgraduate course on the design  

methodology so they can learn how to use the  

Centre's system. Otherwise, they can choose to  

contract UNSW staff to develop CMOS chips for  

them.  

'Already the CSIRO, Department of Defence,  

Telecom, AWA, Almgren Pty Ltd, Nucleus Ltd and  

STC have been involved in projects in the Centre',  

Professor Rigby says. The first CMOS project was  

run as an internal trial. Now that we can see it work-  

ing, participation in future CMOS MFCs will open  

up in 1986.'

Symposium draws  

large crowd to  

discuss science  

and  

technology policy  

Over 400 people attended the Annual  

University of NSW Symposium on 15 Nov-  

ember, making the occasion the largest  

meeting held in Australia to examine science  

and technology policy. The organizers believe  

the turnout from research bodies, including  

universities, CSIRO and industry, as well as  

from arms of government, indicates height-  

ened level of awareness in the community  

of the national importance of the topic under  

discussion Science, Technology and the  

Economy.  

The ten speakers who presented papers gener-  

ated lively discussion from the floor in all sessions of  

the Symposium. Some common themes emerged  

from their papers. These included:  

• widespread concern about the low level of  

research and development (R D) activity in private  

industry in Australia;  

• welcoming of the Commonwealth Govern-  

ment's 150 per cent taxation deduction for  

encouraging 'in-house' in industry (with the  

qualification that new and small enterprises may not  

benefit from this measure);  

• call tor the Commonwealth Government to  

institute selective 'Buy Australian’ policy to  

encourage growth in local 'high technology';  

• need for management of Australian industry  

to become more research-minded and for researchers  

to become more management-minded; and  

• an examination of the problems of developing,  

to the point of industrial production and marketing,  

the more fundamental research in publicly funded  

institutions universities and CSIRO especially.  

In this UNIKEN report, some of the other  

points made uniquely by each speaker are sum-  

marized (see notice on page about the publication  

of the complete papers).  

Opening the Symposium, the Chancellor,  

Mr Justice Gordon Samuels, said 'We must start  

our examination of the topic ... on the footing that  

Australian scientific and technological has  

been inadequate, lacking innovation, planning and  

persistence'. He drew comparisons, unfavourable to  

Australia, with countries such as Sweden.

speakers, Senator John Button  

(Minister for Industry, Tech-  

nology and Commerce) and Sen-  

ator Chris Puplick (representing  

the Federal Opposition).  

Explaining the Government's  

policies, Senator Button said  

that the first priority for healthy  

scientific investigation is 'a favour-  

able economy and favourable  

and consistent set of rules  

and conditions for industry and  

the economy generally. It is  

in this context that such  

measures as taxation structure  

which encourages investment, depreciation pro-  

visions and other general matters are vital', he said.  

He emphasized that there is no single 'magic formula'  

which will correct the present imbalances in  

and their contribution to the economic health of  

the nation.  

Senator Button stressed that the isolation  

between basic science and technology, on the one  

hand, and industry on the other, is something  

Australia cannot afford now. It is crucial, he said,  

‘that, if this interaction occurs, industry becomes  

research-minded and that universities, CSIRO and  

similar organizations have responsibility to partici-  

pate with their skills, discipline and intellectual  

capacity'.  

Senator Puplick made the first detailed state-  

ment of the general approach of the Opposition to  

science/technology/industry policy. He said,  

'Australia cannot rely solely on mining and agri-  

culture to finance its economic and social future'.  

The Opposition's direction, he explained, is to  

remove the costs imposed on industry by govern-  

ment legislation and regulation. The Opposition  

believes this will allow private industry to invest  

more on D.

Exams close off the teaching year  

'There's no such thing as perfect time-  

table but everything went rather smoothly',  

says Mr John Grigg, Senior Administrative  

Officer in the Examinations Section, with the  

end of the final year exams.  

Mr Grigg said there were inevitable timetable  

clashes for some students when you have more  

than 10,000 sitting for exams but eventually these  

problems were resolved.  

'Months of preparation go into organizing for  

an exam period from the printing of draft time-  

tables to arranging seating at the 35 rooms on  

campus used by candidates.' The three-week final  

exam period ended on 29 November.  

Mr Grigg says there can be 2,900 candidates at  

any one time sitting for exams. Special arrangements  

must be made tor disabled students, including the  

provision of scribes to write for those who are  

unable to do so for themselves.  

'One seriously ill young man did his exams  

in hospital in one of the exams special paper  

was provided because he was too ill on the day  

scheduled.  

By the end of the exam period about 200  

exams had been completed at 70 different locations  

throughout Australia for the Bachelor of Health  

Administration external course and more than 600  

exams (or more than 40,000 scripts) were written in  

the formal exams on campus.  

There were 120 supervisors on the University  

campus, and in addition, 70 supervisors around  

Australia.
