THE university of new south wales

No. 320 (No. 20 of 1991)

Published fortnightly by the News Service

Registered by Australia Post Publication No. NBF 4388

December 1991

Art and Design

Complex opens

The Manager of the Australian Opera and

Chairperson of the College of Fine Arts Advisory

Council, Mr Donald McDonald, officially opened the

College’s new Art and Design Complex and

exhibition of works by graduating students on

December.

Commissioned in October 1989, the Art and Design

Complex of the College of Fine Arts is one of the largest

purpose built facilities of its kind in Australia.

The main building, comprising four storeys has 6,525

square metres of usable floor area and from 1992 will house

the disciplines of painting and drawing; and design, computer

graphics and 3D studies (including jewellery and sculpture).

Most of the areas within the building are large, well lit and

with natural cross-ventilation which provides ideal studio

space for use in the generation of original art works.

The smaller building facing Albion Avenue comprises

1,195 square metres of usable floor area and accommodates

printmaking studios and lecture/tutorial rooms along with the

College’s Desktop Publishing Unit It was designed taking

account of the scale of the nearby residential terrace buildings.

Drugs in Australia •

comprehensive review

While the debate rages

over tobacco advertising and

tobacco sponsorship of sport,

new book reveals that

despite dramatic decline in

tobacco use by men, young

women are more likely to

smoke than at any time in the

past.

Advertising and changing

social attitudes are two reasons

proffered for changes in tobacco

usage, but there are many others

and they can be found in new

book, Drugs In Australian Society:

Patterns, Attitudes and Policies

which was launched at the Aus-

tralian Institute of Criminology,

Canberra, on 27 November.

Written by Professor lan

McAllister, Head of the Depart-

ment of Politics, University Col-

lege, Australian Defence Force

Academy, Ms Rhonda Moore,

Research Assistant in the Depart-

ment, and Dr Toni Makkai,

Research Fellow, Department of

Law, Australian National Univer-

sity, the book is the most system-

atic and comprehensive study of

drugs in Australia yet written.

The findings are based on two

national opinion surveys conducted

for the Department of Health which

looked at the patterns of drug use in

Australian society, people’s atti-

tudes, and the patterns of use across

the population as whole, as well

as for particular subgroups, such as

adolescents and women.

The authors examine attitudes

and opinions within the population

towards drugs, and relate those

attitudes to patterns of use. They

analyse the implications that these

results have for current policies on

the availability and use of drugs,

licit as well as illicit.

They argue that public policies

towards drugs in Australia are pri-

marily dictated by changes in pub-

lic opinion. For example, changes

in opinion were instrumental in lib-

eralising hotel and bar opening

hours in the 1950 and 19605, and

in shaping more recent policies

designed to curtail the use of

tobacco.

Since public policies on drugs

are influenced by. moral arguments,

religion, and such fundamental

issues as individual and collective

rights, political parlies have rarely

competed for votes on platforms

which contain policies towards

drug use.

of representing the academic com-

munity in farewelling Professor

Birt (who retires in July) and wel-

coming the new Vice-Chancellor.

“I am very keen to establish

with the new Vice-Chancellor and

the new Registrar (see story page

re Mr lan Way’s retirement) that

the Academic Board has key role
