Fix this textThe University of New South Wales is determined to continue introducing new academic
Fix this textprograms of great importance to society, even in periods of diminished funding. The Vice-
Fix this textChancellor and Principal, Professor Michael Birt, says this in the Annual Report of the University
Fix this textreleased on 19 October.
Fix this textAt the same time, the Chancellor of the University, Mr Justice Gordon Samuels, points out
Fix this textthat Australian universities have tended to reproduce the same programs and to cover the same
Fix this textfield. He says, 'Members of the Commonwealth Tertiary Education Commission, who spend
Fix this textdoleful and defensive days committing the pitiful contents of their treasury, complain that every
Fix this textuniversity perceives itself to be unique. Perhaps we all now have the opportunity to make good
Fix this textthat slogan. It may be that we must make a penetrating and selective examination of our oper-
Fix this textations in order to reinforce what we do better than others and to reduce our commitment to
Fix this textwhat we do not do as well'.
Fix this textProfessor Birt picks up this theme by stating
Fix this textthat the University 'must not subject all our activi-
Fix this textties to relatively small cuts; rather, we must make
Fix this textthe careful choices that will preserve and strengthen
Fix this textsome activities (those we are best at, or have a
Fix this textunique responsibility for) at the expense of others . .
Fix this textit will not be enough to diminish activity in some
Fix this textof our endeavours simply to preserve the rest with-
Fix this textout change. The University must retain a capacity to
Fix this textundertake new ventures in both teaching and research,
Fix this textas the growth and reshaping of knowledge demands
Fix this textthe development of new teaching and research
Fix this textprograms constantly; and, if we fail to provide for
Fix this textthis development, we greatly diminish the value of
Fix this textour service to society.
Fix this text'The distinctive value to society of a university
Fix this texteducation is that it provides highly trained and
Fix this textflexible intellects, versed in the techniques of rational
Fix this textinquiry and skilled in the analysis and exposition of
Fix this textideas. The need for people with such qualities is
Fix this textalways great; and our world will continue to look to
Fix this textus, the universities, to meet this need.'

Fix this textadditional and unavoidable cost increases for which
Fix this textno additional funds will be forthcoming. The prob-
Fix this textlems arise as a result of the introduction of "pro-
Fix this textspective supplementation" in 1981.'

Fix this texthave already occurred, but there will be a pro-

Fix this textfor the inflationary effects occurring during the year
Fix this texton non-salary items. Moreover, the allowance for
Fix this textsalaries is based on movements in the Common-
Fix this textwealth arena; it does not, for example, make any
Fix this textprovision for such changes as the recent increase in
Fix this textState Payroll Tax, or movements resulting from
Fix this textincreases granted by the State Industrial Commission.
Fix this textIt will, therefore, be necessary for the University to
Fix this textestimate the likely effect of salary increases which
Fix this textwill influence its operations during the year as it
Fix this textframes its future budgets; this is clearly an extra-
Fix this textordinarily difficult task in the present economic
Fix this textclimate.
Fix this text'Both the decline in value of the general recur-
Fix this textrent grant over the 1982—84 triennium and the new
Fix this textsystem of providing for cost increases, will create
Fix this textmanagement problems for universities. Perhaps the
Fix this textmost serious is uncertainty about what funds will be
Fix this textavailable for any kind of new ventures. The changed
Fix this textarrangement will almost certainly produce a very
Fix this textconservative and perhaps inefficient use of recurrent
Fix this textfunds. The University will always be anxious about
Fix this textthe emergence of unexpected cost increases within
Fix this textthe coming year. A second difficulty emerges when
Fix this textpossible new developments are contemplated, in that
Fix this textthere is no clarity about the level of real funding for
Fix this textthe remaining years of the triennium.'
