Dumbarton House,

CAPE TOWN

4th May 1949.

My dear Bob.

This is really just postscript to my letter

written before the London Conference and hope will given an

idea of the first reactions in South Africa to the Declaration.

Speaking generally there are three bodies of

opinion here.

First of all there is the large body of opinion

of which General Smuts is the most distinguished exponent. It

includes those supporters of the United Party, both English-

and Afrikaans-speaking who are strongly Commonwealth minded and

number of adherents of the small Labour Party which is almost

wholly English-speaking.

You will have seen the report of General Smutss

speech, the keynote of which was "" for one do not feel

satisfied that grave risks are not being run."" The new concept

was ""all very confusing in matter in which clarity of language

and fundamental concepts was essential. The clear and true

character of the Commonwealth was thus obscured and might

disappear in the mist of misleading verbiage.

He added that the only satisfactory feature was

the retention intact of allegiance to the King by members of

the Commonwealth other than India.

had talk with him shortly after he made this

statement and found him very depressed.

He told me he was glas to find that you had used

similar languase

"" The second group is that of the extreme Nationalists

among whom are J. G. Strydon, Minister of Lands, leader of the

Party in the Transvaal, and the Minister of Justice, C.R. Swart,

who leads the Party in the Orange Free State. They have taken

the line that the Declaration has smoothed the way towards

republic, but Strydom cautiously added we would have to wait

until the Prime Minister came back"".

Strydom is an interesting personality, about fifty.

Ho is former ostrich farmer with good academic equipment,

an Arts Degree from Stellenbosch and qualifications as

barrister. In his day he was famous rugger player. At an

early age he married an actress who is said to have achieved
