4th September. 1956  

Before the Committee left London· we had several meetings on  

consecutive days In which we examined the Five Power proposals oíanse by clătise  

in order to identify any ambiguities to resolve them so far as we could within  

the broad framework of the scheme and to work out illustrative arguments which  

might be put to Nasser.  

In these talks· the Persian Foreign Minister was represented by  

his London Ambassador (who had previously been Prime Minister of Iran), the  

Ethiopian Foreign Minister by hla Ambassador and, for the most part· the Swedish  

Foreign Minister was represented by his London Ambassador.  

My main organisational idea was to secure the confidence of the  

Committee and to produce the team spirit by eliminating or avoiding différences.  

Loy Henderson, former American Ambassador, is representing Dulles, He continues  

to be most valuablf, though somewhat cluttered up with number of expert advisers.  

The American expert adviser is race apart. He loves sitting in committees to  

draft documents, which explains the obscurities of such modern agreements as GATT,  

He exercises considerable ingenuity in the elaboration of proposals. The  

elaboration sometimes departing considerably from the main theme. Whenever  

these  

Hender on has come to committee meeting after long session with ktx experts  

of hla, the marks are heavy upon him. When he speaks for himself without such  

well-meaning help, his views are wise, clear and experienced.  

The Iranian and the Ethiopian, whilst both obviously intelligent,  

have not said very much but have, think, increasingly grown to appreciate the  

innate fiamess and reasonableness of our proposals. The Swedish Ambassador,  

Haggloff, is think uncommonly able and has made many useful contributions,  

Foreign Minister is also formidible character with considerable experience
