Luncheon of the American Australian Association in honour  

of the Right Honorable Robert Gordon Menzies, Prime Minister of  

Australia, was held in the Council Room of the University Club,  

West 51th Street, New York, New York, on Tuesday, July 24, 1956,  

Mr. Floyd Blair, President of the Association, presiding.  

(The reporter arrived at the meeting at this point.)  

THE RIGHT HONOURABLE ROBERT GORDON MENZIES; (Continuing)....  

It is easy enough for us in our own country to think of the  

partition of Germany as something rather remote, something that  

perhaps concerns only the German people. think it is far more  

than that. You cannot divide country, nation, in two, and  

expect that you have established settlement that will withstand  

the wind and weather of victory.  

As said to somebody in England, it is very much simpler  

proposition, if under some extraordinary circumstance the War had  

been lost and it had occurred to the victor to partition Great  

Britain, They might have decided to separate the Scots from the  

English, from the Sassenachs, well, that wouldn’t have troubled the  

Scots because the Scots already know they rule the Sassenacks,  

whether directly or by indirection. It wouldn't matter very much,  

but suppose in their folly they had cut off Northumberland, which  

is practically Scotland anyhow, and Yorkshire and Lancashire, well,  

at the end of two years of this separation, there would have been  

an irresistible movement for the resumption of the country and  

Yorkshire and Lancashire probably would have been fighting for  

the Premiership.  

These are unnatural things and all settlements which are  

against the course of nature are not destined to have long life.  

But there is in Germany, in the highest quarters, feeling of  

anxiety, lest the world should become little complacent about  

the division of Germany and it should be thought that this is  

purely local matter which will sort itself out if left to Itself,  

Now, having said those things, turn back because it is only  

turning page in the same volume, to the kind of things we had  

to discuss in London and in particular, of course, we gave great  

thought and were aided by firsthand accounts of visits and exchanges  

as to what ought to be done about the Russian New Look, as somebody  

brilliantly described it in the newspaper this morning; The Smiling  

Cold War,
