Dear Mr. Masscheleln,  

have your letter of 17th August. As  

the subject matter to which you refer comes within  

the scope of the Department for Sunoly and Develooment  

suggest that you communicate with the Minister Ã²f  

that Department.  

There would be no point in your seeing me  

as the matter is one that would in any case be referred  

to Mr. Casey.  

As the letter is endorsed 'Strictly Private*  

would you please let me know if you wish the letter and  

enclosures to be referred to Mr. Casey.
