CANPAIGN  

Certain preliminary matters of fact should be recorded  

before any inferences  

are drawn in relation to the Greek campaign.  

They may be stated as follows:  

High Command  

1. The British Isles campaign in the Middle East,  

misled by its campaign against the Italians, completely under-  

estimated the German capacity for developing an attack by Count  

fregang  

of Kopoli  

fen Luger with great speed and power. The consequence of this  

was that when Benghazi suddenly fell it was necessary to retain  

in Egypt and Libya certain troops which would otherwise have gone  

to Greece.  

2. The decision to go to the help of Greece, although  

it was taken by the Cabinet, was not founded solely on political  

considerations, powerful though those considerations were.

The intervention was in effect, and repeatedly  

advised by General Dill and General Wavell, as military adven-  

ture which had reasonable chances of success.  

3. There was always possibility that the spectacle of  

active assistance by the British Empire would stimulate Turkey  

and Yugoslavia to come in and help form powerful Balkan front.  

This possibility actually materialized in case of Yugoslavia, but  

only after the country had been weakly led by Prince Paul and  

had become hopelessly divided and demoralized.  

4. Even in the absence of Turkey and Yugoslavia the  

plan of campaign which was evolved was essentially sound one.  

The Greeks were to fight delaying action with few divisions  

in the Rupel; they were to withdraw their forces from Thrace and
